Information
Technology (IT) today holds the promise of revolutionizing the Police
Department by imparting efficiency, transparency and automation to its
multifarious functions and thus of making e-governance a reality with all
its attendant benefits. A need was being felt to make use of advancements
in IT to impact positively the process of B-1 test conducted annually for
promotion to the rank of Head Constable in Haryana Police. Hence, from the
current year the annual B-1 test was held online. For this, a database of
7,700 Multiple Choice Questions has specially been created by the
painstaking effort of senior Police officers and the Trainers of Haryana
Police Academy, Madhuban. The online B-1 test marks a paradigm shift in the way we have been doing it, invigorating it with greater transparency, fairness and promptitude. It has also put the importance of Police being computer-conversant on the agenda irreversibly. Such tests have accorded a platform for the better among constabularies to update themselves and get themselves upgraded to better career prospects on the basis of their superior potential. As Haryana Police stands networked on WAN, a number of useful softwares are on work to enable us to manage our office better and fight crime efficiently. “Hence, the next time one sees a Head Constable of the fresh batch of Haryana Police, one should not expect him to be an ordinary cop, for chances are that prior to getting his rank, he has struggled to pass an online test conducted from 5th to 10th April, 2008. Around 4,800 Constables appeared for the B-1 test. With this, Haryana becomes the first State in the country having an on-line test for the junior-most rank of the department. Earlier, all the eligible candidates for B-1 test had been given hands-on experience of the on-line test on computers by conducting a series of three mock tests”. "Making the conventional way of taking the test a passe, all the Constables seeking promotion appeared in the tests conducted in all the 21 Districts and other units of the Police force. Though the process may not be as significant for others, for these aspiring Head Constables, it was nothing less than cracking the GMAT or GRE”. From
registration of candidates till the declaration of results, everything
related to the test was done by computer-generated programme to ensure
transparency. Candidates largely had a unique set of objective type
questions to attempt and so cross-talk was minimised. Candidates walking
out of the computer labs-turned-examination centres, was a moment for the
Police leadership at various levels to celebrate the success of the maiden
effort for which it has been working over the past several months. The
success of the project can be attributed to the entire team involved in
the project so far. I congratulate the team of officers and officials who
worked tirelessly day and night to turn this dream into reality. Finally,
I salute the intrepid Haryana Police jawans who worked hard and
participated in the high-tech exercise with enthusiasm. |
