    The Haryana Police have trained over 20,000 personnel for successful CCTNS implementation. This year, 57,524 FIRs have been registered on CCTNS, with over 150,000 FIRs registered last year. All registered FIRs are available online. Additionally, 10,430 photos of criminals have been uploaded to the software. The portal sends immediate messages to complainants with the investigation officer's details upon FIR registration. The system also matches information nationwide if the criminal is wanted elsewhere. Information about stolen or recovered vehicles, missing or unidentified persons, and unclaimed bodies is also promptly updated online.

     
    FIR Registration and Public Services

    All FIRs in the state are registered through CCTNS, allowing citizens to download copies of FIRs from home. The state police have achieved 100% internet connectivity in all police stations and fully implemented CCTNS. The integration with ICJS is also complete, enabling 100% CCTNS-generated FIRs to be presented in courts. The National Cyber Helpline 1930 score on the progress dashboard is 100%, indicating prompt action on cybercrime-related calls. Efforts by the state police and the Cyber Nodal Agency have saved over ?123 crores from cyber fraud.

     
    Performance Dashboard Rankings

    Haryana Police has achieved the highest percentage score in the CCTNS project performance ranking. Haryana maintained the first position in February and March this year as well. The performance dashboard ranks states based on various parameters. In the latest ranking, Haryana scored 100 points, followed by Uttar Pradesh with 99.42 points, Delhi with 98.28 points, Punjab with 97.90 points, and Madhya Pradesh with 97.76 points. The Ministry evaluates performance monthly, with CCTNS used to create a database of crimes and criminals. Haryana Police has registered over 8.2 million searches on the Inter-Operable Criminal Justice System (ICJS) portal, with an average of more than 21,000 searches per police station. The ICJS initiative aims to facilitate seamless data transfer between various pillars of the criminal justice system, such as courts, police, jails, and forensic science laboratories.

     
    Haryana Police Tops National Crime Tracking System (CCTNS) Performance for June 2024

    The Haryana Police has once again excelled in the monthly ranking by the National Crime Records Bureau (NCRB), Ministry of Home Affairs, Government of India. According to the Crime and Criminal Tracking Network and Systems (CCTNS) ranking for June 2024, Haryana Police has secured the top position. Over the past two and a half years, Haryana Police has held the first position for 20 months. Haryana Police achieved the highest score, surpassing Uttar Pradesh and Delhi. The CCTNS system enables the police to manage tasks such as FIR registration, non-cognizable reports, medico-legal cases, missing persons, lost property, missing livestock, foreign registration, C-forms, abandoned property, unidentified persons, preventive actions, supervision reports, unnatural death registrations, investigation work, complaint registrations, and database services.

     
    DGP Shatrujeet Kapur Reviews Implementation of New Criminal Laws, Provides Key Directives

    Haryana Director General of Police (DGP) Shatrujeet Kapur has instructed Police Commissioners and Superintendents of Police to ensure that programs are organized at the police station level to generate public awareness about the three new criminal laws that will be implemented from July 1. He emphasized the importance of maximizing public participation in these programs. DGP Sh. Kapur conveyed this information during a video conferencing meeting with senior police officials across the state. He stated that raising awareness among the public about these three new criminal laws is important so that people can understand the changes and benefits of the new laws. Sh. Kapur further informed that online training regarding the three new criminal laws is being provided through the Government of India’s ‘iGOT Karmayogi’ portal. So far, over 3,000 police personnel have been trained online, and more than 17,000 have received physical training.

     
    Haryana Police to Conclude Drug-Free Fortnight with Grand Function in Panchkula

    As the world observes International Day Against Drug Abuse and Illicit Trafficking on June 26, Haryana is set to mark the culmination of its ambitious drug-free fortnight with a grand function in Panchkula. Starting from June 12, this intensive campaign aimed to combat drug abuse and raise awareness about its dangers, has seen commendable efforts and participation across the state. This initiative, led by the Haryana State Narcotics Control Bureau (HSNCB), underscores the state's commitment to eradicating the menace of drugs and ensuring a safer future for its citizens.The drug-free fortnight has been a robust campaign featuring a series of activities designed to engage the community, educate the youth, and enforce strict anti-drug laws. During this period, a wide array of programs were organized, significantly bolstering Haryana's ongoing fight against drug trafficking and abuse.

     
    Impressive Law Enforcement Achievements

    In the first half of 2024, the HSNCB registered 1621 cases under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, including 167 cases of commercial quantity, 915 of intermediate quantity, and 541 of small quantity. The bureau's relentless efforts resulted in the arrest of 2245 drug peddlers, showcasing the state's rigorous enforcement actions. The campaign also led to substantial seizures of narcotics and contraband. Among the confiscated items were 13.39 kg of heroin, 73.73 kg of charas, 3745 kg of ganja, and 139 kg of opium. Other significant seizures included 6770 kg of poppy husk, 16 grams of cocaine, 324 kg of poppy plants, over 5 lakh tablets, capsules, injections, and medicine bottles, 11 grams of MDMA, and 251 grams of LSD. Additionally, 428 individuals were convicted in NDPS cases, and property worth Rs. 2.66 crore was seized from drug traffickers.

     
    De-Addiction and Rehabilitation Efforts

    Haryana's de-addiction efforts have been equally noteworthy. Using the Prahari App data, 7523 drug addicts were identified, and information was provided to the Health Department for their rehabilitation. The HSNCB also identified and encouraged 110 addicts towards de-addiction. Regular checks were conducted to ensure that de-addiction centers adhere to norms, thus maintaining the integrity and effectiveness of these facilities.

    A significant aspect of the drug-free fortnight has been the extensive awareness programs. The HSNCB organized 286 anti-drug awareness events, reaching 95,460 attendees. Training sessions for 215 investigating officers on NDPS case investigations were conducted, with an additional 288 officers receiving training in compliance with the Punjab & Haryana High Court directives. To amplify their message, 1449 news items were published in mainstream newspapers.

     
    Innovative Initiatives and Programs

    Haryana's fight against drugs has been marked by several innovative initiatives. The state focused on legal representation in trials of commercial quantity cases and launched rehabilitation campaigns like the Namak-Lota Abhiyan. Educational programs such as Chakravyuh, an educational escape room designed to motivate students to avoid drugs, and the Hackathon, which gamifies anti-drug communication, have been particularly impactful. The Shri Ram Gurukul Gaman, a musical drama for anti-drug awareness, was a star attraction at the National Youth Festival in Pune. During the Nasha Mukt Bharat Phakwada, which aligns with the drug-free fortnight, 2104 awareness programs were conducted, involving 11.67 lakh people. Social media engagements reached 4.59 lakh individuals, with 46,112 taking the e-pledge online and 10 lakh participating in physical pledges. Additionally, 35 FIRs were registered, and 57 arrests were made.

    Significant Progress through assessment proforma in Haryana Police

    The Haryana Police has seen significant progress with the introduction of assessment proforma. These proforma set benchmarks and enhance efficiency for every officer and employee. Under the leadership of Director General of Police (DGP) Shatrujeet Kapur, comprehensive performance reports have been created for all personnel, fostering a sense of accountability and motivation among officers. DGP Sh. Kapur recently conducted a thorough review of performances in Narnaul Police District. He evaluated Deputy Superintendents of Police, Inspectors, and Managerial Officers, with senior police officials present.

    DGP Sh. Kapur has personally reviewed officers in a remarkable 14 districts. Meanwhile, Additional DGP Sanjay Kumar covered nine districts, including Dabwali. Additionally, Additional DGP Rohtak Range, K.K. Rao, visited Charkhi Dadri District. During these field visits, high-ranking officials including Range Inspector Generals of Police, Additional DGPs, Police Commissioners, and Superintendents of Police were also present.

    DGP Sh. Kapur emphasizes the importance of complainant satisfaction. Feedback is collected to gauge the public's perception of the police department's actions. If complainants express dissatisfaction, they are asked for specific reasons. Police stations where over 80% of complainants report satisfaction receive a perfect score of 10 points. Points are also awarded for notable work in anti-drug campaigns, women's safety, crime control, complaint resolution rates, action against criminals, and cybercrime control.

He emphasized that lane driving can significantly reduce road accidents.     Mandatory Compliance with Lane Driving Rules

    Providing guidelines for safe travel, Inspector General of Police, Traffic and Highways, Sh. Hardeep Doon advised people to choose the correct lane while driving and change lanes only after giving proper signals. The right lane should be used for overtaking, and indicators must be used before changing lanes and while overtaking. If a person is found violating lane driving rules for the first time, a fine of ?500 will be imposed, and for the second violation, a fine of ?1500 will be imposed.

    Inspector General of Police, Traffic and Highways, Sh. Hardeep Doon, mentioned that necessary instructions regarding lane driving enforcement have been communicated to all Police Commissioners and Superintendents of Police. Additionally, Superintendents of Police and Deputy Superintendents of Police have been instructed to monitor the ongoing lane driving campaigns. He emphasized that heavy vehicle drivers should be prevented from using the fast lane (right lane) and should drive in the designated lanes.

     
    Defining Lane Driving Violations with Statistics

    Sharing road safety statistics, Director General of Police Sh. Shatrujeet Kapur stated that last year, 229,383 drivers were fined for lane driving violations in the state. Similarly, from January to May 2024, 156,674 drivers were fined for lane driving violations. Haryana Police also conducted 2163 awareness campaigns in 2023, with 338,068 participants, to educate people about lane driving. From January to May 2024, 843 awareness campaigns were conducted, with 127,628 participants. These campaigns aim to educate people in schools, villages, dhabas, truck unions, and factories about lane driving rules, providing detailed information on the rules for both heavy and light vehicles.

    Providing details on this initiative, Director General of Police Shatrujeet Kapur stated that it is crucial for people to seriously adhere to traffic rules to reduce road accidents. He highlighted that one of the main causes of road accidents in the state is the violation of lane driving rules. By driving in the designated lanes, road accidents can be significantly reduced. Keeping this in mind, a trial awareness campaign on lane driving was conducted on National Highway No. 44 (from Ambala district to Sonipat district) last year, resulting in 81 fewer accidents on this highway compared to the previous year. Given the positive outcomes of this trial, Haryana Police has planned to implement this campaign in other districts in phases. Special campaigns were launched to enforce lane driving rules, and periodic guidelines were issued to all transporters and truck unions in India, resulting in 177 fewer road accidents in Haryana this year compared to last year.

    Three Accused, Including a Notorious Gang Member with a Bounty of Rs. 5000, Arrested by Jhajjar Police in Buffalo Theft Case

    The CIA-2 Bahadurgarh team has successfully arrested three members of a buffalo theft gang. During interrogation, the accused revealed involvement in over 30 buffalo theft incidents across various districts in Haryana. Notably, the accused have committed 22 buffalo thefts in Jhajjar district alone. Among the arrested, one is a notorious criminal with a bounty of Rs. 5000. Jhajjar Police received a tip-off about a pickup truck parked at Chhara Bypass, suspected of being involved in buffalo theft. Acting on this information, Inspector Ravinder, along with Sub-Inspector Azad Singh and the CIA-2 Bahadurgarh team, reached Chhara Bypass and found the pickup truck. One person was changing a tire while two others were seated in the vehicle. The vehicle had different license plates: HR63D6909 in the front and UP12BT825 at the back, raising suspicion. Upon interrogation, the suspects confessed to several buffalo thefts in Haryana.

    Haryana Director General of Police (DGP) Shatrujeet Kapur conducted a review meeting with officials from the concerned departments regarding the Crime and Criminal Tracking Network & Systems (CCTNS) and Interoperable Criminal Justice System (ICJS). Key achievements were highlighted, including Haryana's top scores in the national progress dashboard and consistent high ratings under the Right to Service initiative. Significant improvements such as the development of a speech-to-text feature for FIRs and daily diaries and the effective implementation of new laws into the case diary module were also discussed.
