    Achievements in Cybercrime Control Receive National Acclaim

    Haryana Police's efforts in controlling cybercrime are yielding positive results, gaining recognition across the nation. Senior cyber police officers from the central government and various states are visiting Haryana to study its cyber security framework. Recently, a team from the Indian Cyber Crime Coordination Centre (I4C), Ministry of Home Affairs, Government of India visited Haryana Police’s Cyber Helpline-1930 and praised its operational efficiency in controlling and investigation Cyber Crime. Additionally, cyber teams from Uttar Pradesh, Rajasthan, and Delhi have also visited Haryana Helpline 1930 Center to study the state's best practices in cyber security, with the intention of implementing them in their own States.

     
    Strategic Partnerships and Collaboration, the Key to Success

    Haryana Director General of Police (DGP) Shatrujeet Kapur stated that in this era of technology, cybercrime has emerged as a significant challenge for the entire nation. To combat this issue, Haryana Police has not only strengthened its cyber security infrastructure but also implemented systemic changes. A detailed study of the methods employed by cyber criminals was conducted to develop effective strategies for cybercrime prevention. The number of technically skilled police officers deployed on Cyber Helpline 1930 was increased from 12 to 70 in September 2023. In this effort, meetings with bank representatives were held, encouraging them to collaborate with Haryana Police, resulting in 15 nodal officers from 10 major banks working together on a single platform to prevent cybercrime.

     
    Remarkable Work, Excellent Results

    As a result of Haryana Police's efforts in controlling cybercrime, the rate of blocked fraudulent funds increased from 8% in September2023 to 21% in December 2023, 27% in February 2024, and 36% in July 2024—the highest in the country. Furthermore, if a complaint is lodged within six hours of a cyber-fraud, up to 70% of the defrauded amount can be blocked, the highest rate in the country. Haryana Police, which was ranked 25th in the nation in terms of the rate of blocked fraudulent funds in September 2023, now holds the first position, leading the country.

     
    Visionary Leadership and Infrastructure Enhancement

    Moreover, four Haryana Police officers have been deployed at the Indian Cyber Crime Coordination Centre (I4C), where significant steps have been taken to prevent cybercrime in collaboration with 20 major banks and fintech companies nationwide. To date, 209,568 bank accounts used in cyber fraud have been closed, the highest in the country. Additionally, meetings with senior bank officials were held to implement the guidelines issued by the Reserve Bank of India (RBI) on August 10, 2022. At Haryana Police’s request, the Punjab and Haryana High Court directed all district and sessions judges to eliminate the requirement for FIRs for refunds, facilitating the prompt return of defrauded amounts.

     
    Mandatory Aadhaar-Based SIM Cards and Adherence to RBI Guidelines

    Haryana Director General of Police (DGP) Shatrujeet Kapur highlighted that SIM cards issued onforged documents play a significant role in facilitating cybercrime. The new Telecom Act passed in 2023 mandates Aadhaar-based authentication for issuing SIM cards. Sh. Kapur urged telecom companies to adopt Aadhaar-based authentication as soon as possible to prevent the issuance of SIM cards on forged documents. Sh. Kapur also appealed to bank officials to strictly comply with the RBI guidelines issued on August 10, 2022, and conduct due diligence to identify and close suspicious bank accounts promptly to effectively curb cyber fraud. Sh. Kapur also shared that Haryana Police has blocked 118,500 mobile numbers involved in cybercrime through the NCRP portal within 24 hours, the highest in the country. He further stated that Haryana Police has saved Rs 162 crore from cyber fraud through the NCRP portal.

     
    Proactive Measures: Monitoring and Targeted Arrests

    Haryana is the first state in the country where cyber police stations have been established in every district, totaling 29. Targets were set for the officers stationed at these cyber police stations to apprehend cybercriminals, resulting in regular arrests not only within Haryana but also from outside the state. From January to July 2024, 2,661 cybercriminals have been arrested, the highest in the country. Tightening the noose on cybercriminals, Haryana Police has been arresting 12 cyber criminals per day in 2024, with this number increasing to 16 arrests per day in July 2024.

    Haryana Director General of Police (DGP) Shatrujeet Kapur urged the public to remain vigilant in this era of technology, where most people are active on online platforms. He advised the public not to fall prey to fraudulent share trading schemes circulated on social media platforms. He recommended verifying the authenticity of the company or website before investing. He also cautioned people against answering WhatsApp video and audio calls from abroad, especially from countries like Cambodia, Pakistan, and SriLanka. He advised the public to be wary of fake advertisements appearing on Telegram and Google. Haryana Police is conducting awareness campaigns through print and social media to inform the public about the tactics used by cyber criminals.

     
    Haryana Police Establishes Election Cell for Free and Fair Assembly Elections 2024

    Haryana Police has set up an election cell at Police Headquarters, Sector-6, Panchkula to conduct Assembly Elections-2024 in a free, fair and peaceful manner in the state of Haryana. This cell will manage the election process across the state, enabling citizens to exercise their right to vote without fear. The Election Cell will oversee law and order in the state and monitor several other crucial election-related activities. The overall in-charge of the cell is Additional Director General of Police (ADGP) Law and Order, Sanjay Kumar, while State Police Nodal Officer, Inspector General of Police (IGP) Security, Saurabh Singh, has been assigned for supervision. IGP Law and Order, Hardeep Doon, has been appointed as the nodal officer for monitoring election expenses and law and order reports.

     
    13 Haryana Police Officers Honored with Medals on Independence Day

    On the occasion of Independence Day 2024, 13 officers and personnel of the Haryana Police have been honored with the President's Police Medal (PPMDS) and the Police Medal (PMMS) for their outstanding and meritorious services. The Ministry of Home Affairs has announced the list of recipients. Among them, one officer from the Haryana Police has been awarded the prestigious President's Police Medal for Distinguished Service, while 12 other officers and personnel have been honored with the Police Medal for Meritorious Service. Haryana’s Director General of Police (DGP), Sh. Shatrujeet Kapur, extended his congratulations to all the awardees, stating that this is a moment of great pride and honor for the entire police force.

    Anti-Human Trafficking Unit's Six-Month Effort Reunites Missing Boy with Family After 10 Years

    The Anti-Human Trafficking Unit of the Haryana State Crime Branch has successfully reunited 18-year-old Jitendra Chahal with his family after he went missing from Maharashtra's Gondia district a decade ago. Jitendra, who disappeared at the age of 8 in 2014, was brought back to his family in Panchkula, resulting in an emotional reunion that left his relatives overwhelmed with joy and gratitude. The breakthrough came after extensive efforts by Assistant Sub-Inspector Rajesh Kumar of the Anti-Human Trafficking Unit. Director General Police Shatrujeet Kapur praised the Anti-Human Trafficking Unit for their dedication and hard work, encouraging them to continue their efforts with the same zeal. Additional Director General of Police Mamta Singh emphasized the role of social media in locating missing persons, noting that such platforms can significantly aid in spreading information quickly.

    Haryana's Director General of Police (DGP), Shatrujeet Kapur, attended the convocation parade of Recruit Batch No. 90 at the Haryana Police Academy, Madhuban, as the chief guest, where he took the salute. During this convocation parade, 988 recruits took the oath of duty and dedicated themselves to public service. Welcoming the chief guest, Academy Director Dr. C.S. Rao provided essential information about the training given to the batch. Addressing the recruits, DGP Shatrujeet Kapur emphasized that the police represent the face of law and order in society and should interact with citizens with empathy and sensitivity.     Security Measures in Place for Kanwar Yatra, Police Maintain Vigilance

    Haryana Chief Minister Nayab Singh , after reviewing preparations with senior police officials, has issued necessary directives to ensure the safety and convenience of devotees during the Kanwar Yatra. In response, Haryana Police have made extensive arrangements to safeguard pilgrims. All police personnel have been instructed to remain alert to prevent any untoward incidents and to maintain law and order during the yatra. To facilitate the Kanwar Yatra, a dedicated lane has been created for the pilgrims. Social organizations have set up camps along the route for night halts, which are being closely monitored. An alternative traffic diversion plan has been prepared to facilitate the yatra. Security arrangements have also been made at tolls to prevent disputes between pilgrims and toll staff.

     
    Cyber Fraudsters Nabbed in Haryana: Bank Employee, Telegram Scamsters Busted in ?8.91 Lakh Crypto Fraud

    Cybercriminals increasingly target unsuspecting citizens through Telegram, exploiting the messaging platform to perpetrate fraud. In one such case, a resident of Hisar, Haryana, fell prey to a sophisticated scam, losing a staggering ?8,91,000 in a cryptocurrency investment scheme. However, swift action by the Haryana Police led to the arrest of the fraudsters, preventing further victims. The victim, Bajrang, was lured into the scam through a Telegram channel promising high returns on cryptocurrency investments. Once hooked, the fraudsters, operating under the alias "CAPTAIN AMERICA," guided Bajrang to transfer funds into bogus bank accounts. These accounts were procured by an accomplice, Sahil, a bank employee, who sold them to the fraudsters for ?25,000 each.

     
    Training and Digitization

    The Haryana Police have trained over 20,000 personnel for successful CCTNS implementation. This year, 57,524 FIRs have been registered on CCTNS, with over 150,000 FIRs registered last year. All registered FIRs are available online. Additionally, 10,430 photos of criminals have been uploaded to the software. The portal sends immediate messages to complainants with the investigation officer's details upon FIR registration. The system also matches information nationwide if the criminal is wanted elsewhere. Information about stolen or recovered vehicles, missing or unidentified persons, and unclaimed bodies is also promptly updated online.

     
    FIR Registration and Public Services

    All FIRs in the state are registered through CCTNS, allowing citizens to download copies of FIRs from home. The state police have achieved 100% internet connectivity in all police stations and fully implemented CCTNS. The integration with ICJS is also complete, enabling 100% CCTNS-generated FIRs to be presented in courts. The National Cyber Helpline 1930 score on the progress dashboard is 100%, indicating prompt action on cybercrime-related calls. Efforts by the state police and the Cyber Nodal Agency have saved over ?123 crores from cyber fraud.

     
    Performance Dashboard Rankings

    Haryana Police has achieved the highest percentage score in the CCTNS project performance ranking. Haryana maintained the first position in February and March this year as well. The performance dashboard ranks states based on various parameters. In the latest ranking, Haryana scored 100 points, followed by Uttar Pradesh with 99.42 points, Delhi with 98.28 points, Punjab with 97.90 points, and Madhya Pradesh with 97.76 points. The Ministry evaluates performance monthly, with CCTNS used to create a database of crimes and criminals. Haryana Police has registered over 8.2 million searches on the Inter-Operable Criminal Justice System (ICJS) portal, with an average of more than 21,000 searches per police station. The ICJS initiative aims to facilitate seamless data transfer between various pillars of the criminal justice system, such as courts, police, jails, and forensic science laboratories.

     
    Haryana Police Tops National Crime Tracking System (CCTNS) Performance for June 2024

    The Haryana Police has once again excelled in the monthly ranking by the National Crime Records Bureau (NCRB), Ministry of Home Affairs, Government of India. According to the Crime and Criminal Tracking Network and Systems (CCTNS) ranking for June 2024, Haryana Police has secured the top position. Over the past two and a half years, Haryana Police has held the first position for 20 months. Haryana Police achieved the highest score, surpassing Uttar Pradesh and Delhi. The CCTNS system enables the police to manage tasks such as FIR registration, non-cognizable reports, medico-legal cases, missing persons, lost property, missing livestock, foreign registration, C-forms, abandoned property, unidentified persons, preventive actions, supervision reports, unnatural death registrations, investigation work, complaint registrations, and database services.

     
    DGP Shatrujeet Kapur Reviews Implementation of New Criminal Laws, Provides Key Directives

    Haryana Director General of Police (DGP) Shatrujeet Kapur has instructed Police Commissioners and Superintendents of Police to ensure that programs are organized at the police station level to generate public awareness about the three new criminal laws that will be implemented from July 1. He emphasized the importance of maximizing public participation in these programs. DGP Sh. Kapur conveyed this information during a video conferencing meeting with senior police officials across the state. He stated that raising awareness among the public about these three new criminal laws is important so that people can understand the changes and benefits of the new laws. Sh. Kapur further informed that online training regarding the three new criminal laws is being provided through the Government of India’s ‘iGOT Karmayogi’ portal. So far, over 3,000 police personnel have been trained online, and more than 17,000 have received physical training.
