    DGP Holds Meeting with Senior Police Officials to Strengthen Women's Safety System in the State

    In a bid to enhance the women's safety system in the state, Director General of Police (DGP) Shatrujeet Kapur held a review meeting with senior police officials. The meeting focused on the Trip Monitoring Service, the creation of databases for auto-rickshaws and working women, and the operational review of Haryana-112. Various aspects aimed at boosting women’s confidence in their safety were discussed in detail during the meeting. The meeting took place at the Police Headquarters in Sector 6, Panchkula, with participation from several senior officers. Inspector General of Police, Telecom, Y. Puran Kumar, made a presentation detailing the progress in the Trip Monitoring Service, the database preparation for working women, and the steps taken by Haryana-112.

     
    Simplification of Trip Monitoring Service

    Director General of Police (DGP) Shatrujeet Kapur reviewed the Trip Monitoring Service with the officials. It was noted that the process has been simplified, making it more accessible to women. Earlier, women had to fill out a prescribed form after calling Haryana-112, but this requirement has been removed. Now, women can simply call Haryana-112 to share their travel details with the communication officer, who then provides a WhatsApp number for sharing their location. Haryana-112 monitors the journey from start to finish, ensuring that women, especially those traveling alone or at night, feel secure. During the journey, the team regularly checks in to ensure no security concerns arise, and if a woman feels unsafe, immediate police assistance is provided.

     
    Database for Working Women and Auto Rickshaws

    A database of working women across the state is being prepared by Haryana-112, with steps taken to integrate this data with the system. In emergencies, the communication officer will have instant access to the caller’s details, saving valuable time. Additionally, a database of auto-rickshaws is being compiled and validated before being uploaded to Haryana-112. Public awareness campaigns are being conducted to inform people about this initiative, aimed at assisting women in emergencies. Director General of Police (DGP) Shatrujeet Kapur urged officials to spread awareness about the unique stickers placed inside and outside autos so that women can easily identify and use them.

    Director General of Police (DGP) Shatrujeet Kapur instructed the officials to organize awareness activities to spread information about the Trip Monitoring Service to as many women as possible. He emphasized the use of SMS and other mediums to inform women about the Trip Monitoring Service, the unique stickers on public transport, and the Haryana-112 service, so they can benefit from these resources when needed. He added that the goal of the Trip Monitoring Service is to provide women with a safe environment, ensuring they feel secure not only at home but also outside.

     
    Decrease in Offensive Language Use

    Director General of Police (DGP) Shatrujeet Kapur reviewed the actions taken against individuals using offensive language on Haryana-112. It was reported that the number of such cases has significantly decreased. In January 2023, there were 10,417 instances of offensive calls, which dropped to 929 by August 2024. Offenders are warned and actions are being taken against repeat offenders.

     
    Reduction in Police Response Time to 7 Minutes

    The police response time after receiving a complaint on Haryana-112 has reduced to an average of 7 minutes, compared to 8 minutes and 28 seconds in August 2023. This is a major achievement. Additionally, Haryana-112 has been integrated with the 108 medical emergency helpline, connecting 415 ambulances across the state. Ambulance staff across districts have been trained for this purpose. Furthermore, 333 fire brigade vehicles have also been connected to Haryana-112.

    Haryana Police has set a new benchmark in cybercrime control, representing the nation with its exceptional performance. Union Home Minister Amit Shah honoured Haryana’s Director General of Police (DGP) Shatrujeet Kapur for the outstanding and efficient management of Cyber Helpline 1930 at a ceremony held at Vigyan Bhawan, New Delhi. Additional Director General of Police (ADGP) Cyber, Mamta Singh, was also present during the event. This recognition highlights Haryana Police’s leadership in combating cybercrime across the country, solidifying its reputation for excellence in this field. DGP Kapur extended his congratulations to the entire Cyber Helpline 1930 team, urging them to continue their dedicated efforts in the fight against cybercrime.

     
    Strategic Partnerships Yield Outstanding Results

    DGP Shatrujeet Kapur noted that in the digital age, cybercrime has emerged as a major challenge across the country. Haryana Police prioritized this issue by enhancing its cybercrime control systems. The number of personnel on the Cyber Helpline was increased by 3 to 4 times, and strategies were developed to counter cybercriminals' methods. Collaborations with banks and the Reserve Bank of India (RBI) were established to curb cyber fraud. Additionally, telecom companies were involved in efforts to block fraudulent SIM cards. Awareness campaigns were launched across social media, print, and electronic media to educate the public about cybercrime tactics. The results of these efforts have been significant. The rate of blocked cyber fraud funds increased from 8% in September 2023 to 36% by August 2024—the highest in the country.

     
    Crackdown on Drug Traffickers

    The operation also focused on cracking down on illegal alcohol trade. Police registered 268 FIRs under the Excise Act, seizing 670 bottles of English liquor, 11,048 bottles of country-made liquor, 304 bottles of beer, and 2,272 liters of illicit liquor. A total of 136 people were arrested under the Excise Act. Additionally, 53 individuals were arrested under the Gambling Act, with Rs. 7,40,205 in cash seized from their possession.

     
    Swift Action against Notorious Criminals

    During the operation, six most-wanted criminals were apprehended. In addition, police teams successfully captured four cyber criminals, 88 proclaimed offenders and 109 bail jumpers. These individuals had been evading arrest in multiple cases. Furthermore, the special operation led to the arrest of 235 other individuals involved in various criminal activities.

    Under the leadership of Superintendents of Police and Deputy Commissioners of Police, the teams began raids early on September 8, which continued into the evening. Multiple arrests were made in different areas. The police teams registered 32 FIRs under the Arms Act, recovering 26 pistols and arresting eight individuals. Under the NDPS Act, 25 FIRs were lodged, leading to the seizure of 39.24 Kg of Cannabis, 607 grams of Heroin, and 450 grams of Charas, with eight accused arrested in connection to these cases.

    Under the directive of Haryana's Director General of Police (DGP), Shatrujeet Kapur, the Haryana Police launched 'Operation Aakraman-14' on September 8. The operation aimed at cracking down on criminals, anti-social elements, and drug traffickers across the state. A total of 1,431 teams comprising 6,584 police officers conducted synchronized raids across various locations. These efforts resulted in the registration of 454 FIRs and the arrest of 979 individuals.

     
    Achievements in Cybercrime Control Receive National Acclaim

    Haryana Police's efforts in controlling cybercrime are yielding positive results, gaining recognition across the nation. Senior cyber police officers from the central government and various states are visiting Haryana to study its cyber security framework. Recently, a team from the Indian Cyber Crime Coordination Centre (I4C), Ministry of Home Affairs, Government of India visited Haryana Police’s Cyber Helpline-1930 and praised its operational efficiency in controlling and investigation Cyber Crime. Additionally, cyber teams from Uttar Pradesh, Rajasthan, and Delhi have also visited Haryana Helpline 1930 Center to study the state's best practices in cyber security, with the intention of implementing them in their own States.

    Haryana Director General of Police (DGP) Shatrujeet Kapur stated that in this era of technology, cybercrime has emerged as a significant challenge for the entire nation. To combat this issue, Haryana Police has not only strengthened its cyber security infrastructure but also implemented systemic changes. A detailed study of the methods employed by cyber criminals was conducted to develop effective strategies for cybercrime prevention. The number of technically skilled police officers deployed on Cyber Helpline 1930 was increased from 12 to 70 in September 2023. In this effort, meetings with bank representatives were held, encouraging them to collaborate with Haryana Police, resulting in 15 nodal officers from 10 major banks working together on a single platform to prevent cybercrime.

     
    Remarkable Work, Excellent Results

    As a result of Haryana Police's efforts in controlling cybercrime, the rate of blocked fraudulent funds increased from 8% in September2023 to 21% in December 2023, 27% in February 2024, and 36% in July 2024—the highest in the country. Furthermore, if a complaint is lodged within six hours of a cyber-fraud, up to 70% of the defrauded amount can be blocked, the highest rate in the country. Haryana Police, which was ranked 25th in the nation in terms of the rate of blocked fraudulent funds in September 2023, now holds the first position, leading the country.

     
    Visionary Leadership and Infrastructure Enhancement

    Moreover, four Haryana Police officers have been deployed at the Indian Cyber Crime Coordination Centre (I4C), where significant steps have been taken to prevent cybercrime in collaboration with 20 major banks and fintech companies nationwide. To date, 209,568 bank accounts used in cyber fraud have been closed, the highest in the country. Additionally, meetings with senior bank officials were held to implement the guidelines issued by the Reserve Bank of India (RBI) on August 10, 2022. At Haryana Police’s request, the Punjab and Haryana High Court directed all district and sessions judges to eliminate the requirement for FIRs for refunds, facilitating the prompt return of defrauded amounts.

     
    Mandatory Aadhaar-Based SIM Cards and Adherence to RBI Guidelines

    Haryana Director General of Police (DGP) Shatrujeet Kapur highlighted that SIM cards issued onforged documents play a significant role in facilitating cybercrime. The new Telecom Act passed in 2023 mandates Aadhaar-based authentication for issuing SIM cards. Sh. Kapur urged telecom companies to adopt Aadhaar-based authentication as soon as possible to prevent the issuance of SIM cards on forged documents. Sh. Kapur also appealed to bank officials to strictly comply with the RBI guidelines issued on August 10, 2022, and conduct due diligence to identify and close suspicious bank accounts promptly to effectively curb cyber fraud. Sh. Kapur also shared that Haryana Police has blocked 118,500 mobile numbers involved in cybercrime through the NCRP portal within 24 hours, the highest in the country. He further stated that Haryana Police has saved Rs 162 crore from cyber fraud through the NCRP portal.

     
    Proactive Measures: Monitoring and Targeted Arrests

    Haryana is the first state in the country where cyber police stations have been established in every district, totaling 29. Targets were set for the officers stationed at these cyber police stations to apprehend cybercriminals, resulting in regular arrests not only within Haryana but also from outside the state. From January to July 2024, 2,661 cybercriminals have been arrested, the highest in the country. Tightening the noose on cybercriminals, Haryana Police has been arresting 12 cyber criminals per day in 2024, with this number increasing to 16 arrests per day in July 2024.

    Haryana Director General of Police (DGP) Shatrujeet Kapur urged the public to remain vigilant in this era of technology, where most people are active on online platforms. He advised the public not to fall prey to fraudulent share trading schemes circulated on social media platforms. He recommended verifying the authenticity of the company or website before investing. He also cautioned people against answering WhatsApp video and audio calls from abroad, especially from countries like Cambodia, Pakistan, and SriLanka. He advised the public to be wary of fake advertisements appearing on Telegram and Google. Haryana Police is conducting awareness campaigns through print and social media to inform the public about the tactics used by cyber criminals.

     
    Haryana Police Establishes Election Cell for Free and Fair Assembly Elections 2024

    Haryana Police has set up an election cell at Police Headquarters, Sector-6, Panchkula to conduct Assembly Elections-2024 in a free, fair and peaceful manner in the state of Haryana. This cell will manage the election process across the state, enabling citizens to exercise their right to vote without fear. The Election Cell will oversee law and order in the state and monitor several other crucial election-related activities. The overall in-charge of the cell is Additional Director General of Police (ADGP) Law and Order, Sanjay Kumar, while State Police Nodal Officer, Inspector General of Police (IGP) Security, Saurabh Singh, has been assigned for supervision. IGP Law and Order, Hardeep Doon, has been appointed as the nodal officer for monitoring election expenses and law and order reports.

     
    13 Haryana Police Officers Honored with Medals on Independence Day

    On the occasion of Independence Day 2024, 13 officers and personnel of the Haryana Police have been honored with the President's Police Medal (PPMDS) and the Police Medal (PMMS) for their outstanding and meritorious services. The Ministry of Home Affairs has announced the list of recipients. Among them, one officer from the Haryana Police has been awarded the prestigious President's Police Medal for Distinguished Service, while 12 other officers and personnel have been honored with the Police Medal for Meritorious Service. Haryana’s Director General of Police (DGP), Sh. The aim is to create structures that require less energy to heat, cool, and light, thereby reducing the overall energy demand. Given Haryana’s abundant sunlight, rooftop solar panels will be a standard feature on all new police buildings. In addition to solar power, HPHC is exploring the feasibility of incorporating wind energy and biogas systems in its projects.     Water conservation is another critical component of HPHC’s green building initiative. The corporation is implementing rainwater harvesting systems across all new projects to reduce dependence on municipal water supplies. Greywater recycling systems are also being designed to reuse water within the buildings, further reducing overall water consumption. On the waste management front, HPHC is committed to minimizing waste generation during construction and promoting recycling wherever possible. Engineers and contractors are working together to ensure that construction practices align with these sustainability goals, from material sourcing to on-site waste management.
