The Haryana Police has seen significant progress with the introduction of assessment proforma. These proforma set benchmarks and enhance efficiency for every officer and employee. Under the leadership of Director General of Police (DGP) Shatrujeet Kapur, comprehensive performance reports have been created for all personnel, fostering a sense of accountability and motivation among officers. DGP Sh. Kapur recently conducted a thorough review of performances in Narnaul Police District. He evaluated Deputy Superintendents of Police, Inspectors, and Managerial Officers, with senior police officials present.

DGP Sh. Kapur has personally reviewed officers in a remarkable 14 districts. Meanwhile, Additional DGP Sanjay Kumar covered nine districts, including Dabwali. Additionally, Additional DGP Rohtak Range, K.K. Rao, visited Charkhi Dadri District. During these field visits, high-ranking officials including Range Inspector Generals of Police, Additional DGPs, Police Commissioners, and Superintendents of Police were also present.

Approximately nine months ago, DGP Sh. Kapur introduced assessment forms to gauge the work of officers and employees. These forms clearly define the responsibilities for various units like the CIA, Crime Unit, Cyber Unit, Investigation Officers, Women Police Stations, and SHOs. Key performance indicators are established for each unit, ensuring accountability and awarding points to improve the police system's efficiency.

The assessment proforma meticulously details the responsibilities of each officer and employee. Police personnel self-evaluate based on the listed criteria. Those failing to meet the standards face negative marking. Additionally, police chiefs can award up to 10 points based on an officer's competence, integrity, and discipline.

DGP Sh. Kapur emphasizes the importance of complainant satisfaction. Feedback is collected to gauge the public's perception of the police department's actions. If complainants express dissatisfaction, they are asked for specific reasons. Police stations where over 80% of complainants report satisfaction receive a perfect score of 10 points. Points are also awarded for notable work in anti-drug campaigns, women's safety, crime control, complaint resolution rates, action against criminals, and cybercrime control.

Inspector General of Police, Traffic and Highways, Sh. Hardeep Doon appealed to the public to ensure compliance with lane driving rules. He emphasized that lane driving can significantly reduce road accidents. He expressed the goal of ensuring the safety of every family member and preventing any family from facing the sorrow of losing a loved one due to road accidents. Therefore, he urged everyone to follow lane driving rules themselves and encourage others to do the same.

Providing guidelines for safe travel, Inspector General of Police, Traffic and Highways, Sh. Hardeep Doon advised people to choose the correct lane while driving and change lanes only after giving proper signals. The right lane should be used for overtaking, and indicators must be used before changing lanes and while overtaking. If a person is found violating lane driving rules for the first time, a fine of ?500 will be imposed, and for the second violation, a fine of ?1500 will be imposed.

Inspector General of Police, Traffic and Highways, Sh. Hardeep Doon, mentioned that necessary instructions regarding lane driving enforcement have been communicated to all Police Commissioners and Superintendents of Police. Additionally, Superintendents of Police and Deputy Superintendents of Police have been instructed to monitor the ongoing lane driving campaigns. He emphasized that heavy vehicle drivers should be prevented from using the fast lane (right lane) and should drive in the designated lanes.

Sharing road safety statistics, Director General of Police Sh. Shatrujeet Kapur stated that last year, 229,383 drivers were fined for lane driving violations in the state. Similarly, from January to May 2024, 156,674 drivers were fined for lane driving violations. Haryana Police also conducted 2163 awareness campaigns in 2023, with 338,068 participants, to educate people about lane driving. From January to May 2024, 843 awareness campaigns were conducted, with 127,628 participants. These campaigns aim to educate people in schools, villages, dhabas, truck unions, and factories about lane driving rules, providing detailed information on the rules for both heavy and light vehicles.

Providing details on this initiative, Director General of Police Shatrujeet Kapur stated that it is crucial for people to seriously adhere to traffic rules to reduce road accidents. He highlighted that one of the main causes of road accidents in the state is the violation of lane driving rules. By driving in the designated lanes, road accidents can be significantly reduced. Keeping this in mind, a trial awareness campaign on lane driving was conducted on National Highway No. 44 (from Ambala district to Sonipat district) last year, resulting in 81 fewer accidents on this highway compared to the previous year. Given the positive outcomes of this trial, Haryana Police has planned to implement this campaign in other districts in phases. Special campaigns were launched to enforce lane driving rules, and periodic guidelines were issued to all transporters and truck unions in India, resulting in 177 fewer road accidents in Haryana this year compared to last year.

During interrogation, the accused revealed involvement in over 30 buffalo theft incidents across various districts in Haryana. Notably, the accused have committed 22 buffalo thefts in Jhajjar district alone. Among the arrested, one is a notorious criminal with a bounty of Rs. 5000. Jhajjar Police received a tip-off about a pickup truck parked at Chhara Bypass, suspected of being involved in buffalo theft. Acting on this information, Inspector Ravinder, along with Sub-Inspector Azad Singh and the CIA-2 Bahadurgarh team, reached Chhara Bypass and found the pickup truck. One person was changing a tire while two others were seated in the vehicle. The vehicle had different license plates: HR63D6909 in the front and UP12BT825 at the back, raising suspicion. Key achievements were highlighted, including Haryana's top scores in the national progress dashboard and consistent high ratings under the Right to Service initiative. Significant improvements such as the development of a speech-to-text feature for FIRs and daily diaries and the effective implementation of new laws into the case diary module were also discussed.

The meeting, held at the police headquarters in Sector-6, Panchkula, saw participation from various police superintendents via video conferencing. Senior officers including ADGP Cyber OP Singh and IG Telecom Y. Pooran Kumar were present at the headquarters. Discussions focused on the State Action Plan under the CCTNS and ICJS projects, emphasizing efforts to make the networking system more robust and effective.

A new speech-to-text feature has been developed for FIRs and daily diaries, which is now operational. DGP Sh. Kapur instructed all police superintendents to encourage investigating officers to use this technology to enhance efficiency, save time, and perform their duties more effectively. Feedback on this feature is to be provided to address any shortcomings promptly.

DGP Sh. Kapur directed the implementation of changes in the CCTNS system to align with new laws, particularly focusing on the case diary module. He emphasized ensuring the upload of digital evidence such as audio and video recordings to secure them for long-term use and improve conviction rates. Training programs are being conducted for police personnel on these updates, with the State Crime Records Bureau organizing sessions for over 800 officers in Haryana.

Highlighting the achievements of the National Automated Fingerprint Identification System (NAFIS), DGP Sh. Kapur mentioned that 97,719 fingerprint slips of arrested, convicted, and unidentified bodies have been uploaded. These fingerprints have been examined by experts from the State Crime Records Bureau. With the help of 30,585 uploaded fingerprint slips, identities of criminals involved in past incidents have been established, including the identification of 14 unidentified bodies involved in criminal activities. DGP Sh. Kapur also instructed the deployment of trained fingerprint lifters at police stations to collect fingerprints from crime scenes.

In a significant move to address the pervasive issue of drug abuse, the Haryana Police, in collaboration with the Narcotic Control Bureau (NCB) under the Ministry of Home Affairs (MHA), has launched the 'Drug Free India' fortnight campaign. This comprehensive initiative, running from June 12th to June 26th, aims to raise awareness about the hazards of drug abuse and to mobilize community action against this issue. The campaign will culminate on June 26th, marking the International Day Against Drug Abuse and Illicit Trafficking.

NCB Chief Satya Narayan Pradhan has emphasized the importance of this campaign in a letter to all states. He referenced the United Nations' resolution from December 1987, which established June 26th as the International Day Against Drug Abuse and Illicit Trafficking. This day is dedicated to highlighting government efforts to combat drug abuse and illicit trafficking and raising public awareness about the severe impacts of drug abuse. The Haryana State Narcotics Control Bureau (HSNCB) and district police units will undertake a series of activities aimed at engaging and educating the public:

A central component of this campaign is the e-pledge drive, which encourages citizens to electronically commit to a drug-free lifestyle. This digital initiative is designed to maximize reach and foster personal responsibility among participants. To take the e-pledge, individuals can follow these steps: 1. Visit the official campaign website of the Narcotic Control Bureau. 2. Register with your details. 3. Read the pledge statement. 4. Click on the pledge button to confirm your commitment. 5. Receive your digital certificate.

Educational sessions will be held in schools, colleges, and community centers to spread knowledge about the dangers of drug abuse, prevention strategies, and support mechanisms for those affected by addiction. Public rallies will be organized across various districts to visibly demonstrate the collective resolve against drug abuse. Simultaneously, a robust social media campaign will target the younger demographic, spreading the anti-drug message across popular online platforms.

Several innovative programs will receive particular emphasis to ensure a lasting impact

This initiative uses traditional storytelling and folk theatre to convey the anti-drug message in a culturally resonant manner. Participants will gather and symbolically place salt in a pot, demonstrating their resolve to abstain from drug trafficking and abuse.

These musical performances will educate through entertainment, highlighting the perils of drug use and celebrating the benefits of a drug-free life.
